Changsha

The energy development in Changsha ranks among the top in China and the top most in Hunan province.

Abundant supply of fossil energy

In 2015, the sales volume of refined oil products reached 2.22 million tons. Last year, Changsha housed 230 refueling stations, myriads of natural gas pipelines (including 218 km-long sub high pressure ones and 1197 km–long medium pressure ones) with a supply of 846 million cubic meters, 3 stations for natural gas transmission and distribution, 1 station for natural gas storage and distribution and 18 high-medium pressure regulating stations.

A more stable and sustainable supply of electricity

During the 12th Five-Year Plan, we established 1,10,20,39 substations with the maximum voltage of 500 kV, 220 kV, 110 kV and 35 kV. Newly increased circuits with the maximum voltage of 110 kV, 35 kV, 10 kV approached 474 km, 90 km and 2765 km. Electricity has been accessible to the integral hub of Changsha avionics. Various power generation methods have been integrated with the total power generating capacity reaching 31.7 kW.

Wider application of solar energy

Much progress has been made in pilot projects utilizing renewable energy and setting up relevant facilities, as evident in the solar thermal collectors with a total coverage of 77500 square kilometers. Distributed photovoltaic power generation underwent wider application with the total capacity standing at 150 megawatt. Further efforts have been made in wind power generation and plants that are completed or under construction will be equipped with the power generating capacity of 320 MW.

Better development of biogas

The landfill (also known as rubbish dump) on Hemi Peak in Wangcheng district, with an installed capacity of 10.17 MW in terms of power generation, transmitted 2,794 cubic meters of methane to the citizens in 2015. Users of biogas hit 340,000 while the total output of biogas was 156 million cu m, indicating that the application of biogas has risen up to a higher level.

Better use of shallow geothermal energy

The projects that apply shallow geothermal energy with the ground source heat pump (hereinafter referred to as GSHP) as the major source covers an area of 1.93 million square meters. GSHP is extremely popular in areas featuring sound hydrological conditions. The installed capacity of projects utilizing distributed energy either completed or under construction, has reached 64 MW.

Remarkable progress made in energy conservation in major fields

Due to the rules and regulations on energy conservation in construction, the proportion of new and environmentally friendly materials for walls rose to 92.6 percent. There are 282 green building pilot projects, with a total demonstration area of 41.7 million square meters. A number of 188 newly increased pilot projects on renewable energy applied in buildings were completed, with a total covered area of 4.51 million square meters. Meanwhile, pilot projects with environmentally friendly materials stood at 188 and covered an area of 4.5 million sq km. Due to the strategy that prioritizes public transportation, buses driven by clean and new energy accounted for 84.7 percent. Moreover, more EV chargers will be set up in downtown and the neighboring towns. Public transportation that is environmentally friendly will continued to be highlighted on the agenda by advancing the driving simulators and green commuting.

Zhangjiajie

Zhangjiajie's energy development plans adhere to diversity, cleanness and low carbon strategies to strengthen the protection and balance of energy supply and demand, as well as actively optimizing energy structures and continuously improving energy efficiency.

The coal field increases the elimination of backward production capacity to achieve industrial upgrading and encourage the implementation of "coal to gas" exchange.

The electric field deepens hydropower potential. During the 13th Five-Year Plan period (2016-20) it intends to develop 11 small river power supply points, the Lishui River power supply point, 11 new hydropower stations and 3 small hydropower stations to achieve a total installed capacity of about 370 thousand kilowatts. It furthers optimization through the upgrading of power grid structure, perfecting main power grid of 220 kV and more, and promoting the transformation and upgrading of rural power grids, improving the level of access and developing transport capacity.

In the field of oil and gas, the construction of natural gas pipeline network and shale gas development is being accelerated. Development of the urban natural gas pipeline network and ancillary facilities such as peak and reserves has been intensified to achieve full coverage of the city network planning area. As the northwestern Hunan area was included as a priority in the national exploration, development and utilization of shale gas development, subsequent prospective deployment of shale gas transmission and distribution pipe network construction has led to an increase in the pace of commercial exploiting shale gas.

The new energy field focuses on complementary energy development and utilization. Vigorous development of wind and solar energy, focus on the development of distributed photo-voltaic power generation, and active promotion of the household photo-voltaic power generation system and public solar photo-voltaic lighting system are just some of the cooperative projects. Further development of biomass energy in line with the "culture - biogas - agriculture" ecological model and active promotion of biomass and biogas centralized gas supplies have resulted in the rational development of landfill biogas power generation projects. The steady development of geothermal energy continues, with deployment plans in the Lishui River to utilize the shallow waters and suitable temperature.

New energy automotive applications vigorously promote the construction of electric vehicles. Our city's public transport charging sites and equipment construction project is the province's first to fight nationally for special bonds for the project, with funds estimated at just over 48 million yuan. According to the "Zhangjiajie city electric vehicle charging infrastructure" plan, we will establish 13 charging sites in Yongding city and 6 in Wulingyuan district. Charging pile installation equipment will consist of 295 sets in Yongding and 85 sets in Wulingyuan district, with a total investment of 345 million yuan.
